Vietnam's three regions post over 12% growth - vietnam growth
Quang Ninh City posted a 12.54% GRDP rise in the January-September period.

Vietnam’s 12% GRDP growth in three localities has drawn attention as the country aims for a full-year economic expansion of at least 10 percent. In the January-September period, Quang Ninh City posted a 12.54 percent rise, Ha Tinh Province recorded 12.36 percent, and the port city of Hai Phong grew 12.08 percent.

Fastest-growing regions

In Ha Tinh, new industrial capacity is the main driver. The Vung Ang 2 thermal power plant and VinFast’s electric-vehicle factory have begun delivering sizable output. Production at Formosa’s steel complex, along with beer, yarn and other manufactured goods, also added to the province’s industrial surge.

Local officials say the Vung Ang 2 plant and the VinFast facility will remain central to fourth-quarter performance. Expansion of the Vung Ang Economic Zone, wind-power projects and the under-construction VinMetal steel plant could provide additional momentum.

Hai Phong relies heavily on manufacturing, foreign-direct investment and its deep-water seaport. The city’s industrial production index rose 15.23 percent in the first nine months, while realized investment capital in Q3 reached nearly VND 97.825 trillion (US$3.76 billion), a 14.9 percent increase.

FDI inflows amounted to $3.638 billion, mainly into manufacturing, processing, electronics and high-technology sectors. Bruno Jaspaert, general director of DEEP C Industrial Zones, linked the growth to strong transport links and integration into global supply chains.

Project execution fuels output

Quang Ninh has built a more diversified growth profile. Its manufacturing sector expanded 26.67 percent, and twelve key projects entered operation on schedule, adding fresh production capacity. Tourism contributed roughly VND 56.4 trillion (US$2.17 billion) from 18.8 million visitors, including 4.21 million international arrivals.

Across the three localities, the pattern is clear: factories and services already running are driving growth, not merely pledged investments. In Hai Phong, authorities broke the annual target into hundreds of specific tasks, each with deadlines and assigned responsibilities, to accelerate project delivery.

Quang Ninh took a similar route, speeding up investment approvals, clearing business bottlenecks and moving projects into operation. The city attracted about VND 225.572 trillion (US$8.68 billion) in non-state domestic investment during the first nine months and addressed more than 200 business recommendations through thematic meetings.

Hai Phong’s latest figures show that foreign investors poured $3.638 billion into the city, primarily targeting manufacturing and high-technology facilities, reinforcing its role as a manufacturing hub.

National push for a Q4 sprint

Government officials outlined a “sprint” plan at the October 3 meeting, urging ministries to draft monthly roadmaps and assign clear responsibilities.

Authorities emphasized that each sector must define specific deliverables, set deadlines, and monitor progress against the accelerated growth agenda.

Efforts to speed public-investment disbursement are being intensified, aiming to translate allocated funds into tangible output before year-end.
